Speaking at the American Chemistry Council’s (ACC) 38th Annual Global Chemical Regulations Conference and Exhibition (GlobalChem), Chris Jahn, ACC president and CEO, shared the results of a new Morning Consult survey of American voters, which found strong support for reforming the Environmental Protection Agency’s (EPA) implementation of the Toxic Substances Control Act (TSCA).

The survey asked voters across the country and political spectrum about their views on the chemical industry’s role in supporting the economy, national priorities, regulations and EPA priorities.  

“Americans want affordability and national security,” said Jahn. “They want to reduce unnecessary regulations and want to boost domestic manufacturing here in the U.S. To deliver on these needs, Americans agree that it is imperative that policymakers enhance TSCA so that the chemical industry can continue to innovate and thrive while maintaining the highest standards of safety and environmental protection.

“The data overwhelmingly shows that people understand the critical importance of the chemical industry to our nation’s economic and technological advancements. American voters recognize the essential role of the chemical industry in driving economic growth, energy independence, innovation, and national security – all priorities of the Trump Administration. They agree that growing U.S. chemical production will lead to more jobs, capital spending and investments domestically, instead of offshoring our industry to foreign adversaries.

“Americans placed a great deal of importance on product affordability, U.S. jobs and manufacturing in addition to impact on the environment and human health when EPA is conducting reviews of new, innovative chemistries. They want EPA to meet its statutory 90-day deadline because they feel it is important for certainty of businesses and U.S. competitiveness. For existing chemical reviews, Americans want EPA to make multiple determinations on a chemical instead of using a ‘whole chemical’ approach, and they want EPA to consider the requirement and use of personal protective equipment (PPE) in its evaluations.

“The White House, EPA and Congress have the support of the American people to prioritize policies that grow U.S. chemical production so America can be the world’s manufacturing superpower. A majority support TSCA being updated and support Congress using its statutory authority to make adjustments. To the Trump Administration, you have the support of the U.S. chemical industry, and you have the support of the American people, to fix TSCA implementation. American success relies on American chemistry and together, we can deliver on what the American people want.”

Highlights of Morning Consult Poll*
Americans say the chemical industry is essential to the following industries: 
• Medical devices and lifesaving medicines (83%) 
• U.S. energy production (81%) 
• The amount of goods produced in the U.S. (80%) 
• Technological innovation in the U.S. (79%) 
• Consumer products (77%) 
• The U.S.’s competitive edge over foreign countries (76%) 

Nearly three-quarters of Americans (72%) agree that growing U.S. chemical production will lead to more jobs, capital spending, and investments in R&D that can turn America into the world’s manufacturing superpower. 
 
Nearly two-thirds of Americans (65%) agree that reducing onerous regulations and modernizing permitting policies will boost American chemical manufacturing, promote economic growth, and incentivize the development of new chemicals domestically, instead of offshoring to foreign countries like China.  

Nearly three-quarters of Americans (74%) agree that practical policy and regulations can be developed that both protect the environment and human health without sacrificing manufacturing jobs and U.S. competitiveness.  

A majority of Americans support updating TSCA (68%) and support Congress using its statutory authority to make adjustments to TSCA (62%). 

More than three-quarters of Americans believe that when EPA reviews new chemicals the agency should prioritize the impact on the economy (80%), U.S. jobs (80%), manufacturing (79%), and product affordability and accessibility (78%). 

Americans believe that EPA needs to meet its 90-day statutory deadline to support the following:  
• Consumer safety (90%) 
• R&D (89%) 
• National security (88%) 
• U.S. jobs/the economy (87%) 
• Manufacturing (87%) 
• Certainty for businesses (86%) 
• Innovation (84%)
